Star Trek: The Next Generation: Hyper Novel Project - Plot&Prologue
Now here's the plot:
The Reunionists in the Romulan Empire are gaining more and more power.
The Federations does not mind this, but the Vulcans are telling them
that neither they nor the Romulan society is ready for a
reunification. They point out that the fall of the Empire will
lead to civil war not only on Romulus but on most of the Empire's
colony planets, too.
In order to avoid this the Enterprise is sent out on a peace
mission to strengthen the position of the Romulan govenment,
whether they like it or not.
But the Romulan party has more in mind than delaying the
reunification: They want the annexation of Vulcan.

PROLOGUE
Sela did not look up as Major Presu entered her office unannounced.
At last, she thought to herself as she scanned the datapad in her
hands. >Good morning, Major. How nice to be honored with a visit
by the Tal Shiar,< said the young commander.
Presu shifted uncomfortably on his feet. Sela slowly lowered
her datapad and looked at the Major. She could see the annoyance
in his eyes and controlled a smile. Presu enjoyed the secrecy of
the Tal Shiar, and he was annoyed at not having caught her
unprepared. Sela indicated that the Major may take the seat in
front of her desk. Presu eyed it with distaste and folded his
arms. >Did you have a reason to expect a visit, Commander?< he
replied.
>Only that it speaks highly of one in my position to be visited
by those charged with keeping the security and peace of our world.
I welcome all such encounters.< Carefully, carefully now.
>Hmph.< replied the Major. >Your loyalty is... admirable,
Commander. But I did not come to exchange rhetoric with you. You
are hereby ordered to take command of the warbird 'Rishenoc'. You
will proceed to Outpost Sed and wait until further notice.<
>Yes, Sir!< she said, standing to take the order in proper
form.
The major dropped his arms to his sides as Sela came around her
desk to walk him to the door.
>Commander,< he said, as they reached the door, >the next time
you request a change of assignment, act carefully.<
>What do you mean?<
>The former commander of the 'Rishenoc' has had an unfortunate...
accident.< Presu emphasized the word. >How interesting that
you applied for his position just days before his change of
venue.<
>Is there something specific you wish to ask me, Presu?< Sela
replied.
The Major gazed at her impassively. >The Romulan Empire is
more than you, Commander. It must not fall prey to the enemy.
The Neutral Zone keeps one enemy at bay; the other may be closer
than we think. Timing is everything. If you succeed, we will
control the terms. If not, even your little songbird will forget
that you ever existed. And you have not proven yourself a master
of timing, Commander.< With that he exited.
Finally, she thought, after two years, she would be free of
this desk, free from these old, rotting bureaucrats hiding in this
building. A ship to travel the stars, an enemy she could see. A
Federation with which to tryst. Oh Captain, my Captain, she
thought.
Sela's laughter echoed on the tapes of the Tal Shiar.
